Abstract
There is no single, generally accepted definition of corruption. In this study, we consider the following factors the three key attributes of corruption: In an act of corruption, the person committing it Xacts in favour of a personal or group interest, violates one or more rules of community or business life for the enforcement of which he is otherwise responsible and in the course of this act he Yconspires with at least one other party, be it a private person or the representative of an institution. Corruption in public procurement is described as an act of corruption that Zrelates to a public procurement process or constitutes the bypassing thereof.
