Abstract
The words 'risk' and 'stakeholder' are business terms often used nowadays when presenting the problems of a system. In the past fifteen years or more, the local government system, put on a new foundation at the time of the political change, has undergone several changes that can be clearly termed as unfavourable today and which are easiest to grasp in the light of the complexity of the suggested reforms. The aim of this study is to contribute to the discussions on the direction of the local government system reform by an analysis of a different nature, which has worked in other fields. Taking the national economic significance of the local government sector as a basis, the study undertakes to present the problems of the changing regulation, the development of the respective risks and the stakeholder behaviour patterns closely related.
